Why is Oregon a full service state for gas stations?

I’ve trained so many UST operators in Oregon in the last 12 years that many people mistakenly believe I live there. So when I’m traveling around the US folks around the country always me: why can’t you pump your own gas in Oregon. Here’s the answer, kind of.
